WASHINGTON - President Obama’s special envoy to Sudan said yesterday that there is no evidence to back up the US designation of Sudan as a state sponsor of terrorism.

Scott Gration told lawmakers at a Senate hearing that the US sanctions linked to the designation hinder his and others’ work to rebuild the war-torn African country’s infrastructure and to help people suffering in camps.

Gration’s comments underscored a debate in the Obama administration about how to deal with the government in Khartoum about Darfur, where up to 300,000 people have been killed and 2.7 million displaced, and how to keep a separate conflict between north and south from re-igniting.

Gration recently irked Susan Rice, US ambassador to the UN, when he said the situation in Darfur was no longer a “genocide’’ but reflected the “remnants of genocide.’’ He did not back away from the comments yesterday. “There’s significant difference between what happened in 2004 and 2003, which we characterized as a genocide, and what is happening today.’’

KHARTOUM, Sudan - Police fired tear gas and beat women protesting outside a court yesterday during the trial of a female journalist accused of violating Sudan’s Islamic dress code by wearing trousers in public.

Why am I sensing an agent provocateur push (like gays here in AmeriKa)?

Police moved in swiftly and dispersed about 50 protesters, mostly women, who were supporting Lubna Hussein, a former UN worker facing 40 lashes on the charge of “indecent dressing.’’ Some of the women demonstrators wore trousers in solidarity with Hussein while others wore more traditional dress.

I knew it.

Trousers are considered indecent under the strict interpretation of Islamic law adopted by Sudan’s Islamic regime, which came to power in 1989. But activists and lawyers say the implementation of the law is arbitrary.

Hussein was among 13 women arrested July 3 in a raid by the public order police on a popular cafe in Khartoum. Ten of the women were flogged at a police station two days later and fined about $120.

Look, I'm not for FLOGGING ANYONE except WAR CRIMINALS, BANKSTERS and LYING LOOTERS! You know, those who actually deserve it; however, YOU SEE WHAT THIS IS, right?

But Hussein and two others decided to go on trial. She has sought to publicize her case internationally, inviting human rights workers, Western diplomats, and fellow journalists to witness her trial.

Uh-huh.

“I am not afraid of flogging. . . . ’’ Hussein said after the hearing yesterday.

She said that she would take the issue to Sudan’s constitutional court if necessary, but that if the court rules against her and orders the flogging, she was ready “to receive [even] 40,000 lashes.’’

IN SENATE testimony last week, the US special presidential envoy for Sudan offered a peculiarly upbeat assessment of the crisis in Darfur and the throughout Sudan. Envoy Scott Gration argued that the United States should move toward normalizing relations with the regime in Khartoum, including prospects for peacelifting sanctions and removing Sudan from the State Department list of terrorist-sponsoring nations. This would be a grave mistake - and would reward a regime comprising the very men who orchestrated genocide in Darfur and continue to renege on key elements of the 2005 north/south peace agreement.

There was little policy detail in Gration’s testimony because debate within the Obama administration continues to be intense. But Gration is close to Obama and seems determined to set the tone and establish the substance of US Sudan policy. He clearly went a step too far in June when he declared that genocide had ended in Darfur, and that there were only “remnants of genocide,’’ a characterization disowned by the State Department, the US ambassador to the United Nations, and President Obama, who used the word “genocide’’ in the present tense during recent speeches in Germany and Ghana.

More troubling, Gration has said too little about the humanitarian crisis in Darfur and the consequences of Khartoum’s March 4 expulsion of 13 key international humanitarian organizations; he has demonstrated little appreciation for what was lost, and the difficulty in generating new capacity. Stop-gap measures are beginning to fail at the height of the rainy season, and a number of camps report grave health and sanitation crises.

One word for you, bub: PALESTINE!

Gration also appears excessively optimistic about the moribund Darfur peace process. He repeatedly declared to Darfuris and humanitarians during a recent trip to the region that peace in Darfur would be achieved by the end of this year. But any meaningful peace agreement will first require an effective cease-fire, with robust monitoring of a sort that cannot be provided by the current UN/African Union peacekeeping force, which is badly underequipped, undermanned, and has lost the confidence of most Darfuris.

Humanitarians were dismayed at Gration’s insistent talk about the “voluntary’’ return of some 2.7 million displaced persons languishing in camps throughout Darfur. There is no humanitarian capacity to oversee such returns and ensure their voluntary nature; Khartoum refuses to provide security in areas it controls; and Darfuris in the camps complain bitterly that they are being asked to return to lands without protection, and which have oftentimes been taken over by Arab tribal groups. The notorious Janjaweed have not been disarmed and pose a constant threat. Even in the camps themselves, security is tenuous; women still face rape, men are tortured and murdered, and looting is commonplace. In the past, it has been Khartoum that has pushed for returns under these conditions; now, perversely, it is the US special envoy.

In his Senate testimony, Gration suggests that his travels to Cairo and Beijing enabled him to meet “leaders who share our common concern and want to work together toward shared objectives.’’ This ignores the long and resolutely obstructionist role both Egypt and China have played in Sudan over many years. Shortly after Gration’s testimony, a senior Egyptian official described Darfur as an “artificial’’ crisis directed against the people of Sudan. Beijing’s continued shipment of advanced weaponry to Khartoum; its opposition to the role of the International Criminal Court in pursuing atrocity crimes in Darfur; and its relentless support of Khartoum at the Security Council leave one wondering what Gration means by “common concern.’’

Is the US a member of the ICC? Yeah, that's what I thought!

Most disturbing, Gration gives no evidence in any of his public comments of understanding the ruthless nature of the security cabal that rules Sudan and is determined to retain its stranglehold on national wealth and power; like many before him, he is convinced that the National Islamic Front is controlled by men who can be reasoned with, cajoled, rewarded, made to do “the right thing.’’

Plug Israel where Sudan is and Zionist where Islamic is and you have a perfect description.

He ignores the basic truth about these men: during their 20 years in power they have never abided by any agreement with any Sudanese party. Any rapprochement that is not preceded by clear and irreversible actions to establish unimpeded humanitarian access, create freedom of movement and deployment for peacekeepers, and meet the critical benchmarks of the north/south peace agreement is doomed to fail.

KHARTOUM, Sudan - An appeals court commuted the death sentences for four men convicted of killing an American diplomat and his Sudanese driver after the driver’s family decided to pardon the murderers, a news agency reported yesterday.

It's called mercy, right?

Sudanese law stipulates that if a victim’s family chooses to pardon the murderer, the person cannot be sentenced to death and the prison term cannot exceed 10 years.... The three appellate judges delivered their verdict without considering the wishes of the family of the slain diplomat, John Granville, who was killed by gunmen along with his driver as he was returning from a New Year’s party in Sudan’s capital, Khartoum, said the news agency, which has close links to the Sudanese government.

Doesn't that just make you mad, America? Can't be friends with them.

Of course, when our military massacres millions, we should be greeted with hugs and kisses for the "liberation," right?

So which spy agency did this guy work for?

The 33-year-old from Buffalo worked for the US Agency for International Development and was the first American to be killed in Sudan since 1973, when two diplomats were slain by Palestinian militants.

The prosecutor in the case said during the trial that the assailants acted out of “religious zeal’’ and that the group was looking for a Western target during New Year’s Eve celebrations. JUBA, Sudan - Representatives from Sudan’s north and south have agreed to implement several disputed or neglected elements of a 2005 peace deal that ended more than two decades of fighting, a US special envoy said yesterday.

Scott Gration, the US special envoy to Sudan, said the new agreement was the result of months of work discussing sticking points in the deal that included the long-delayed demarcation of the north-south border and security issues.

The 2005 deal ended one of Africa’s longest wars. But tensions persist between the two sides as Sudan prepares for presidential, parliamentary, and other elections in 2010, followed by a referendum on southern secession in 2011.

The formal talks began in June when Gration invited representatives of the former southern rebel Sudan People’s Liberation Movement and northern based National Congress Parties to thrash out their differences in Washington.

“It is a culmination of many months of work. It represents agreement between the NCP and SPLM on issues that remain, to implement the Comprehensive Peace Agreement,’’ he said after the deal was signed in the southern capital Juba....

North-south fighting has broken out three times in two oil-producing areas since the peace deal was signed in Kenya in 2005. Some 50,000 people lost their homes and dozens were killed in violence in Abyei town last year.

KHARTOUM - Sudan’s Darfur region is no longer in a state of war and only has one rebel group capable of mounting limited military campaigns, the head of the area’s peacekeeping force said as he ended his tour of duty.

The commander of the joint UN-African Union UNAMID force, Martin Luther Agwai, told reporters the conflict had now descended into banditry and “very low intensity’’ engagements that could blight the remote western region for years without a peace deal.

“As of today, I would not say there is a war going on in Darfur,’’ he said in a briefing in Khartoum on Wednesday. “Militarily there is not much. What you have is security issues more now. Banditry, localized issues, people trying to resolve issues over water and land at a local level,’’ he said. “But real war as such, I think we are over that.’’

May it PLEASE STAY THAT WAY!

The six-year Darfur conflict has pitted progovernment militias and troops against mostly non-Arab rebels, who took up arms in 2003, demanding better representation and accusing Khartoum of neglecting the development of the region. Khartoum says 10,000 have died in Darfur, while the UN puts the death count at up to 300,000.

Agwai became the latest senior figure to appear to play down the level of violence in Darfur, where the conflict has mobilized activists who accuse Khartoum of genocide. Mostly Western campaigners and some diplomats were angered by comments in April by UNAMID’s political leader, Rodolphe Adada, who said Darfur had subsided into a “low-intensity conflict,’’ and by the US Sudan envoy, Scott Gration, who said in June that he had seen the “remnants of genocide’’ in the region.

Agwai said the fierce fighting of the early years of the conflict had subsided as rebel groups split into rival factions.

The fighting and its fallout - mass displacement, hunger, and disease - have claimed millions of lives in the past decade.

What, as if she was in any way threatened? That sure is a weird statement.

In Goma, Clinton plans to meet several women who have been raped, the human consequences of this protracted war. The United Nations calls eastern Congo the rape capital of the world because hundreds of thousands of women have been sexually assaulted by the various militias haunting the hills. Recently, there has been a spike in cases of men raping men.

The Congo visit has a sharper point to it than many of the other stops. Clinton has cast herself as an advocate for women - and in many ways she is a role model across the world - and eastern Congo desperately needs something to lift it out of its morass.

Yesterday, Clinton shared the stage at a town hall meeting with Dikembe Mutombo, a Congolese basketball player who made millions in the NBA and came home to build a hospital.

Mutombo spoke passionately of his country’s problems and the sense of defeat creeping across the land. “Don’t lose your hope’’ he told the students gathered at the meeting. “That is what is happening in Congo, especially among young people. You are losing hope. You are thinking that nobody cares about you.’’

Well, it is HARD to LIVE ON HOPE!

"U.N.: 35,000 displaced by new fighting in Congo

(CNN) -- A new outbreak of fighting in the embattled eastern region of the Democratic Republic of the Congo has forced 35,000 people from their homes, the U.N. refugee agency said. Thousands of people have fled parts of South Kivu province and have relocated to Congo's borders with Rwanda and Burundi, the agency reported.

The mass exodus was spurred by this month's new offensive by the Congo government against the ethnic Hutu militia, Democratic Forces for the Liberation of Rwanda. This latest uprooting brings the total number of civilians displaced in South Kivu since the start of the year to about 536,000 people, according to Ron Redmond, spokesman for the U.N. High Commissioner for Refugees.

More than 1.8 million people are now internally displaced in the volatile region, he added. Some places in the region, such as Lemera and Mulenge, are like ghost towns, sitting nearly empty with almost 20,000 people believed to be hiding in forests in the area, the agency said.

"We are monitoring the situation of those most vulnerable, identifying people at risk and with specific needs, including victims of sexual violence and arbitrary detention," the spokesman said.

Several human rights agencies have said there is a rise in sexual assaults on women in the region. Human Rights Watch released a report this month that said the United Nations had registered 7,703 cases of sexual violence in 2008. Military courts in the province convicted 27 soldiers of crimes of sexual violence during 2008. In March 2009, 11 soldiers were convicted on charges of rape as a crime against humanity, the report said.

To Olivier Mandevu, president of the Gatumba Refugee Survivors Foundation, the killings at the refugee camp were more than a massacre, they are genocide, a word the international community has been hesitant to use and he does not understand why, he said during his keynote speech....

BEING HELD at gunpoint by 30 drunk and angry militia in the middle of the night on a deserted road in one of the most dangerous war zones in the world was not our plan when we started out the day. But my traveling companions and I were digging into the links between the illicit mining of Congo’s “conflict minerals’’ and a deadly war, and we didn’t expect a walk in the park. We had visited a gold mine contested by some particularly vengeful armed groups, and this militia had lost out in controlling the mine and wasn’t happy about the result. After hours of negotiations, guns poked into ribs, and death threats, we emerged relatively unscathed and $1,000 poorer. Congolese civilians, however, are rarely so fortunate.

Secretary of State Hillary Clinton’s visit to the Democratic Republic of the Congo next week provides the opportunity to demonstrate the importance of ending the world’s most pronounced use of rape as a weapon. She will hopefully signal a greater investment in peacemaking and civilian protection by the United States. But private-sector action is equally needed. One mineral merchant told me he would be killed if he went on camera to talk about these issues.

Because the multinational corporations hide the direct connections between their demand for Congo’s natural resources and the destruction of human life in that country, especially women and girls, we don’t realize that the solution lies in part with us as electronics consumers.

Three have been bailed and 29 are in custody. The prosecution has presented its case and the defense will begin on Aug. 26, relatives told Reuters.

Addis Ababa says the group had planned to kill senior government ministers and blow up power and telecommunications facilities to provoke protesters who would then march on government buildings and try to topple the government.

His mother, a refugee from Somalia, would scold him in her native tongue, and Burhan would fume silently. For the American-born teenager, it was living “like I’m on mute.’’

They were mother and son, separated by one language: Somali.

But that has been changing in the past few weeks. Every morning, Burhan has voluntarily studied his mother’s language as part of a six-week summer program in Boston that offers youths jobs and free classes.

Meanwhile, our kids can't get jobs.

For Somali-Americans, it is a chance to recapture a dying language that was only written down for the first time in the early 1970s and is rapidly being overtaken by English and other languages. It is also bringing youths closer to their parents and to their culture.

“The language is tied with the culture, which is tied with the history,’’ said Abdulkadir Y. Hussein, founder and chief executive of the African Community Economic Development of New England, which is running the program for about 80 children and youths ages 6 to 18. “If the language dies, then the culture dies and then your history dies, too.’’

It is an issue that advocates say has only grown in importance in the past year amid concerns that disengaged Somali youths in the United States, particularly in Minnesota, may be joining militant groups in their homeland.

In another area of town, resident Farah Abdi Barre said he counted 25 corpses....

Also yesterday, al-Shabab fighters moved into Belet Weyne, near the border with Ethiopia, forcing government soldiers to retreat to the far side of town. The insurgents moved in after witnesses spotted Ethiopian troops there, identifying them by their uniforms and their trucks with Ethiopian license plates. Ali Mohamed Gedi, regional government spokesman, denied Ethiopians were in the country.

Clinton went further in a private meeting with Kenyan leaders, urging them to sack the attorney general and the police chief, who have been accused of ignoring dozens of illegal killings carried out by police death squads.

But Clinton made clear that their coalition government has not followed through.

“The absence of strong and democratic institutions has permitted ongoing corruption, impunity, politically motivated violence, human rights abuses and lack of respect for the rule of law,’’ Clinton said at a news conference after meeting with Kibaki, Odinga, and security officials.

LUANDA, Angola - Secretary of State Hillary Rodham Clinton gave a gentle nudge to Angola yesterday, urging the nation, a major oil producer that has drawn close to China, to push harder to democratize.

Clinton said.... the country needs to.... [investigate] human rights abuses, sooner than later.

She doesn't say this with a straight face, does she?

“We know opportunity and prosperity for the Angolan people depend on good governance and democracy,’’ Clinton said, emphasizing what has become the dominant theme of her seven-nation Africa tour.

For years, Angola was a no-go zone, the scene of one of the fiercest battles of the Cold War, in which American-backed rebels squared off against tens of thousands of Cuban troops in a jungle war that dragged on for more than two decades and killed hundreds of thousands of people.

Roads, bridges, schools, railways, phone lines - the Chinese are working on them all, lifting this country out of the ruins of war and hoping in return to secure the inside track on Angola’s crude oil reserves, which now have it tied with Nigeria for the title of Africa’s biggest oil producer.

Uh-huh!

Let me SPELL IT OUT for you: O-I-L! And CONTROL OF IT!

But Clinton did not bite when asked to comment on American efforts to check the rising Chinese influence. “I’m not looking at what anyone else does in Angola,’’ she said at a news conference. “I’m looking at what the United States can do.’’

The United States has had a sad history with Angola, the third stop on Clinton’s Africa trip. In the 18th century, Angola was a major slave market, with countless Angolans shipped to the United States in chains. After Angola won independence from Portugal in 1975, the United States bankrolled what turned out to be a brutal rebel movement.

Ooooh, BAD ALL the WAY AROUND, huh?

The rebels lost; the Communist, Cuban-backed movement won; and though the Angolan government today says that it has outgrown Marxism, the nation’s flag still looks much like the Soviet hammer-and-sickle....

American diplomats here said Clinton would be the first secretary of state to spend the night in the country. With the nation recovering, the American government does not want to miss out on Angola’s oil bonanza. ExxonMobil and Chevron are already here, competing against Chinese firms for new deals. Last year, imports from Angola to the United States surged by more than 50 percent.

But the oil money has cleaved Angolan society into the haves and the have-nots, a situation true in many African countries. Clinton saw this firsthand. As she sat down for a luncheon buffet at the hilltop palace, the tables heaped with lobster and cakes, the rusty roofs of the teeming slums shimmered below.

Though Angola’s per capita gross domestic product is more than $4,000, a huge sum by African standards, the country remains at the bottom of United Nations development indexes measuring quality of life. The average life span for an Angolan man is 37 years.

Part of the reason millions of Angolans remain so poor is corruption. According to Human Rights Watch, billions of dollars of oil money have simply disappeared. Opposition politicians told Clinton that the Angolan government needed to be investigated and that there was no free press in the country.

But they are PUMPING OIL TO US so I DOUBT it will be of much concern.

Clinton seemed quite aware of many of these issues, but again, her tone toward Angolan officials seemed more friendly than pushy.

“Corruption is a problem everywhere,’’ Clinton said at the news conference, with the country’s foreign minister standing beside her. “It’s only fair to add that Angola has begun taking steps to increase transparency.’’

Translation: WE NEED THEIR OIL so WE WILL IGNORE THOSE ABUSES!

Angola rivals Nigeria as Africa's biggest oil producer but about two-thirds of the population live on less than $2 a day. It ranks 158th on Transparency International's 180-nation corruption list.

"Corruption is a problem everywhere and where it exists it undermines people's faith in democracy, it distorts governance," Clinton said at a news conference alongside Angolan Foreign Minister Assuncao dos Anjos....

Angola broke off talks with the International Monetary Fund in 2004 and turned to resource-hungry China for over $5 billion in loans to rebuild the country. It restarted talks with the IMF this week. Angola is China's largest oil supplier but only the sixth biggest supplier of oil to the United States.

Hey, WE'LL TAKE EVERY DROP we can get our grubby little, war-killing paws on!!!! WE AIN'T "resource-hungry" like CHINA -- despite PNAC!

Major U.S. oil companies like Chevron and Exxon Mobil have invested billions of dollars in recent years to increase production in Angola. Together, they pump over half the country's daily oil production.

Clinton urged Angola to diversify into agriculture and said the United States would continue to invest in its oil and gas sector while eyeing a larger role in the once-prosperous farming sector. Angola was once a major food exporter but now imports over half of its food.
