WASHINGTON - A government plan to use National Guard troops to help stem Mexican drug violence along the southern border is stymied by disagreements over who will pay for the soldiers and how they would be used.
Ordered by President Obama in June to help secure the border with Mexico, the Pentagon and the Homeland Security Department drafted a $225 million plan to temporarily deploy 1,500 National Guard troops to supplement Border Patrol agents. The two agencies are wrangling over how to structure the deployment, but the primary sticking point is money, according to senior administration officials who spoke on condition of anonymity.
They will figure something out, although that won't be the agenda-pushing thought you take away from this slop. And ALWAYS with the ANONYMITY, huh, MSM?
The funding stalemate lingers even after Obama renewed his commitment to Mexican officials on Monday to reinforce the border and to help Mexico battle the drug cartels. Fierce battles between Mexican law enforcement and the cartels have left as many as 11,000 people dead and fueled concerns about violence spilling into the United States.

Defense officials have been uneasy about the National Guard plan from the onset, insisting that the effort be temporary and not tied to any existing program that could end up being extended or made permanent. Adding to those concerns is the fact that while the program would be federally funded, the National Guard members would be under the control of the border states’ governors.

MEXICO CITY - US refineries bought millions of dollars worth of oil siphoned from Mexican government pipelines and smuggled across the border, in some cases by drug cartels expanding their reach.
At least one US oil executive has pleaded guilty to a conspiracy that involved what prosecutors said was about $2 million in stolen Mexican oil, US Justice Department officials confirmed.
Today, the US Department of Homeland Security is scheduled to hand over $2.4 million to Mexico’s tax administration. It is the first batch of money seized during a joint investigation into smuggled oil that authorities expect to lead to more arrests and seizures.
“The United States is working with the Mexican government on the theft of oil,’’ said Nancy Herrera, spokeswoman for the US attorney’s office in Houston. “It’s an ongoing investigation, with one indictment so far.’’
Donald Schroeder, president of Houston-based Trammo Petroleum, is scheduled to be sentenced in December after pleading guilty in May. Trammo, a small firm, profited about $150,000 in the scheme, in which various US companies hauled stolen Mexican petroleum products across the border in trucks and barges, according to court records....

The losses continue at a record rate, according to Mexico’s state oil monopoly Petroleos Mexicanos, or Pemex.
In a surprising public acknowledgment, President Felipe Calderon of Mexico said last week that drug cartels have extended their operations into the theft of oil, Mexico’s leading source of foreign income.
